There's a smiley to go with that and a party hat just because he's an asshole a little bit.
He does notice the clouds because he sees them as he's just getting into the cab, the snow already starting to come down more heavily, but he doesn't think anything of it, really. He hasn't looked at the forecast and they know how to handle snow here, surely.
